China joined the World Intellectual Property Organization Copyright Treaty. On December 29, 2006, National People’s Congress of the People’s Republic of China passed the decision for China to join this Copyright Treaty which was originated in Geneva in 1996. However, the Congress claims that the Treaty is not applicable in Hong Kong Special Administration Region.

China Establishes Formal Complaining Channels for Foreign Companies
On September 1, 2006, China’s Ministry of Commerce published Provisional Methods for Handling Complaints by Foreign Investment Enterprises. The Methods provides a formal channel for foreign enterprises to file complaints against Chinese administrative authorities.

China Tightens Real Estate Market to Foreign Investors
Six Chinese governmental agencies jointly issued the Opinion on Regulating Foreign Investment Entering into Chinese Real Estate Market and Foreign Investment Management on July 1, 2006. The Opinion attempts to restrict foreign investors’ purchase of Chinese real estates through stricter governmental approvals as well as longer residential requirement.

China’s First Wine Tax Regulation
Chinese State Administration of Taxation issued China’s first Measures on Wine Consumption Tax Management [Trial] on May 14, 2006. These trial measures specify in great detail how wine makers, processors and importers operating within Chinese territory should pay wine consumption taxes and how they can claim rebates on such taxes.
